I think a selling point here in Atlanta's favor is that they could take on both Lopez's $21.75M and Buxton's $15M without demanding any money be kept by Minnesota.

Mr Francys Romero, a Cuban Scout, reports Braves signed a Cuban pitcher recently for $20,000.
I think they only had about $35,000 left until the December deadline.
Then on January 15 the new signing period begins.
The Dominican shortstop Manon will receive around $2 million per Baseball America.
The Cuban pitcher Hechevarria will receive $450,00 per Mr. Romero.
