Its all relative. If 25 organizations have better, deeper farm systems then you have one of the 5 Worse
Farm systems.
Don't forget, The revenue receiving teams are ALWAYS gonna have better farm systems than Atlanta.
They get extra (Early) draft picks and the money assigned to that pick.
They get the largest pool of money to sign international players.
Why did the Big Market teams ever agree to this CRAP ?
