Great run-down of the issue. I'm surprised Waldrep is getting close - he and Schwellenbach had the older, larger, more invasive scope (as opposed to the newer, smaller scope like Skubal had). I wonder why Waldrep is so much ahead of Schwelly.
If I had to guess, I'd say it's because Waldrep only had loose bodies and Schwelly had some bone spurs that had to be shaved off, in addition to the loose bodies he had removed and that is the reason Schwelly is behind Waldrep.
I agree. But, one of the keys to the Braves success and to success across the MLB today is flexibilty. Whatever the Braves decide even if there are no injuries, I expect Weiss to continually shift pitching assignments and roles to win games and in a few months hopefully start positioning for the playoffs. For example, a rotation spot with Holmes starting & pitching 2-3 innings and Fuentes coming in to cover the next 2-4+ makes sense. If successful and dominant, could even be a playoff option. Gives both pitchers innings certainty and the staff, at the moment, is deep enough and pitching well enough to cover the other innings.

That said in no world going forward should Grant Holmes be considered as a SP unless there are a pleothra of injuries.
In a depth driven roster Holmes should be counted on to be the 11/12/13th man on the staff as the "Swiss Army Knife" Only way he could be more perfect for that role would be IF he still had options.
Very rarely does the near perfect choice exist but moving Holmes to the pen is close.

Reasonable postulate. I don't remember any mention bone spurs before surgery.
