I still think even with de la Cruz they have $800,000 left over.
Puerto Rico has greatly suffered since they were included in the Rule 4 draft.
Same thing will happen to Latin American if they are forced into the Rule 4 draft.
To clarify, it would not be adding them to the existing Rule 4 draft, it would be a separate draft just for international players held in January.
